This was a Sunday evening and was the final few hours (until 06.30 the next morning) of the Queen's lying in state in Westminster Hall. The train may well have been carrying mourners eager to join the huge overnight queue as some of the last to file past. The return service in the early evening will probably have been carrying mourners home and away from London having paid their respects.
