The arm lowered on the signal seen in the image indicates that the train has stopped at Westbury station rather than taking the cut-off route. Also note that the buffet/restaurant car is marshalled as the second coach of the formation. It was usual practice to find it here on an up Paignton working with it often being the first coach.
